In 2012 Victor Rodriguez retired from the Nampa Police Department after a 38 year career in law enforcement. In 2013 he was appointed Commissioner for the City of Nampa Planning and Zoning Commission. He served in that position until 2017 when he was elected to the Nampa City Council, and has been dedicated to that position for the past 8 years. He is currently running for re-election representing District 5 where he resides. Victor holds to the highest level of integrity. He is honest and direct, and has courage to stand alone if necessary to defend his constituents' best interest and quality of life.

Victor always puts "the people" first and votes on their behalf. He recently voted NO on a Mayor / City Council raise in pay because the timing was not in the people's best interest. He also opposes the conveyance of the taxpayer owned Ford Idaho Center to the College of Western Idaho.

Victor stands out from other District 5 candidates. Having been a Nampa policeman, he knows every street in Nampa inside and out. He also fully understands the depths of Nampa's issues and workings - both good and bad. Being retired allows him freedom to spend time in the community, and to represent his district on a full-time basis. He can also take the necessary time to be well prepared for Council meetings. Victor has no conflict of interest with real estate deals or developers, and has never worked in those fields like other District 5 candidates. Also, he does not accept any campaign funding from them. Victor brings years of experience, valiant citizen representation, and unbiased professionalism to the City Council.

Victor and his wife, Delsie are both lifelong Idaho residents. Together they have a combined family who always stands for the flag, and for the freedom it represents. They attend Grace Bible Church and uphold faith and family as their highest priorities.

Issues
and Solutions

Citizens' voices and needs come first!

*   People are tired of traffic congestion.


*   They want to see road infrastructure catch up with the rate of growth.


*   They want to see streets, buildings, parks, etc. repaired and maintained.


*   As taxpayers they do not want to subsidize growth.


*   They want to see fiscal transparency and accountability to both foresee and avert tax increases.


*   They are concerned about preserving Nampa's character and values.


*   They want adequate levels of public safety, including police, fire and emergency services.​​ 

(As a former police officer, Victor's highest priority is public safety!)

Councilman Rodriguez absolutely agrees, and votes for these solutions:

*   Balanced, responsible growth that both protects existing residents and meets Nampa's needs

*   Responsibly manage development via infill rather than sprawl

*   Restore and revitalize Nampa's City Center to increase its use as a sustainable community hub

*   Regulate zonal growth and expansion, particularly near agricultural and sensitive wildlife areas 

*   Reduce density in proposed developments - more space, less people


*   Require new developments be compatible with existing neighborhoods and / or geographic constraints


*   Implement higher impact fees for new developments, including a one-time fee to fund more police 

*   Revise the current Southwest Nampa Specific Area Plan by lowering density

The Cost of Growth

Victor's Perspective on Growth:

"New arrivals from other states have been attracted to Nampa in the past few years. After my election in 2017, I made it a priority to listen to citizens regarding growth, city management, taxes, and living in Nampa in general. When talking with homeowners, business professionals, and concerned citizens, I realized that long time residents of Nampa had experienced substantial changes as the population increased, such as traffic congestion, higher property taxes, and a lack of funding to provide needed  infrastructure. ​I also noticed that more and more taxpayers were attending Planning and Zoning and City Council hearings to express their concerns about neighborhood projects.

​​​

Both old-timers and newcomers are concerned that rapid growth is transforming Nampa into a larger metropolitan area. We don't want the undesirable effects and experiences newcomers have  witnessed in neighborhoods and cities they moved away from. Growth in Nampa is inevitable, but uncontrolled development is not. I want to support balanced growth that prevents our friendly town from becoming just another densely populated city. Be assured that I'm not anti-growth either, I welcome new residents and businesses to Nampa. But I strongly believe that growth must be balanced and that it can pay its own way."

The Burden of Growth on the Taxpayers:

Uncontrolled growth imposes tax increases on Nampa's existing residents in order to support new infrastructure and city services. At the same time older infrastructure continues to wear out. New developments require roads, transportation connections, and water and sewer service. Plus, public safety and social services must be increased.

 

Quoting Nampa's CFO, Doug Racine:

"The cost of growth, while the costs of infrastructure’s growth are largely funded through impact fees, many impact fee projects require matching funds by city funds to complete. Additionally, growth-driven demands on the city’s aging infrastructure require annual funding increases to repair and maintain. Central services, public safety, street maintenance and development services are feeling cost pressure driven by growth."

Quoting Victor:

"The upfront impact fees collected from developers do not cover these costs, so Nampa’s taxpayers end up subsidizing new development. Unfortunately, approval of new developments in recent years has been supported with the erroneous ideology that 'Growth will increase our tax base'. In addition, a 'standard population prediction rubric' has been used to determine how many new homes are needed, instead of evaluating Nampa's existing, actual needs. It is imperative for the City to regulate growth to effectively stabilize property taxes. We all have to live within our means, and the City of Nampa is no exception. My voting record proves my belief that growth must be responsibly balanced with our city's needs and infrastructure. We must always first consider whether growth is fiscally responsible, then who benefits from it: Is it good for the community? Is it good for the homeowner? Or does it mostly serve the developer?"

​Victor's Solutions for Achieving Balanced, Responsible Growth:

"The bottom line is, when growth increases budgets and taxes on residents we need to reconsider its direction.

​As a Nampa City Councilman for eight years, I have focused on policies aimed at protecting families, properties, and neighborhoods. My goal is to manage growth while preserving property values and ensuring safety. I also want to preserve social values and our 'community friendly' character, so that residents can continue to call Nampa home."

To address growth challenges and ease taxpayer burdens Victor will continue to:

  • Demand fiscal responsibility and accountability

  • Adjust growth to accommodate Nampa's actual needs - not those projected from a standardized rubric

  • Regulate zonal growth and city expansion - especially to the South and West

  • Manage development by encouraging infill rather than sprawl

  • Increase developer impact fees as much as possible

  • Introduce the requirement of a one-time development fee to fund new police officers 

  • Reduce subdivision density

  • Require new developments be compatible with existing neighborhoods and / or geographic constraints

Nampa City Council
Voting Record

Due to State legislation, Nampa is now required to elect their Council by district. Victor Rodriguez was elected in 2017 and 2021, and is now running to represent voters in District 5 where he lives. Being retired, he represents his district full-time, and always votes in the best interest of "the people." He has no conflict of interest with developers, and has never worked for a developer, unlike other candidates for District 5. He recently voted NO on the City Council getting a raise in pay, and also voted NO on conveyance of the Ford Idaho Center to the College of Western Idaho.

 

Victor always weighs whether new growth is designed to meet the needs of existing residents and businesses in Nampa, or if it will mostly benefit the developer. He is also adamant about the City being responsible and accountable to its taxpaying citizens. There have been many City Council meetings where he stood alone in requesting financial records and projections before a vote. Take a look at his outstanding record (below), which proves he has consistently sought for balanced growth and has voted in the best interest of existing residents.

 

District 5 opponent, Randy Haverfield, has served on the City Council since 2014. At times he has had to recuse himself during Council meetings due to a conflict of interest. He owns and is President of Architecture Northwest, a company that works directly with developers.

Considering 20 public hearings heard by the City Council since 2021 (charted below), the voting records of Rodriguez vs. Haverfield (plus other members of the City Council) can be compared:

Future? - No way!

Quoting Victor:

“The Southwest Nampa Specific Area Plan projects expanding the city west to Indiana Avenue and south to Lake Lowell Avenue with a zig-zag north to Karcher Road. This plan could add around 30,000 new residents to District 5. Rather than considering this areas existing needs, its character, and road limitations, a 'standard 'population prediction rubric' was used to create this plan. Such a large increase in population would require a design of mixed uses, including high density developments, apartments and commercial hubs. In addition, it could add more than 50,000 vehicle trips per day just to Midway Road. The entire southwest area would be mired in traffic congestion and suffer delayed response times for emergency service vehicles.  This plan makes no sense, and I adamantly oppose it.

 

I would propose exploring a less drastic plan that will not only maintain Southwest Nampa's pastoral character, but also protect existing residents' property and ag lands, and areas adjacent Deer Flat Wildlife Reserve. This reserve, once encroached upon, cannot be recovered. Determining density variances will be critical, because density zones directly correlate with growth, traffic and the need for permanent infrastructure."

Note: The Southwest Nampa Specific Area Plan is currently paused pending a decision on October 16th by the Canyon County Commissioners regarding Nampa's Area of City Impact Expansion into county boundaries.​ The plan will be further evaluated via the 2050 Nampa Comprehensive Plan Committee. Victor goes the extra mile as a City Councilman!

 

So far this year he has attended 420 meetings, 47 ribbon cuttings, and numerous events. In addition, he has had countless conversations with Nampa citizens, and  answered hundreds of their emails.

Being retired gives Victor freedom to interact with citizens in the community where he can listen and discuss their ideas and concerns. This freedom also gives him plenty of time to do his "homework" prior to Council and other meetings, so he is always well prepared.

 

His favorite part of serving as a City Councilman is talking to Nampa's citizens as he participates in a wide range of community events, along with special ceremonies to recognize peoples' efforts and accomplishments.
